With reference to your letter No. 7103/1909 of the 26th of February and previous correspondence, I am directed by the Earl of Crewe to transmit to you, to be laid before Secretary Sir Edward Grey, a despatch from the Governor of Hong Kong with reference to the action taken by the Chinese Self-Government Society at Canton as the result of the occurrence on board the "Fatshan".

2. Lord Crewe hopes that, in the circumstances, Sir E. Grey will feel able to instruct His Majesty's Ambassador at Pekin to make representations to the Chinese Government in the sense suggested by Sir F. Lugard in the last paragraph of his despatch.

3. It will be observed that a copy of this despatch has already been communicated to Sir J. Jordan.

4. I am to request that the despatch may be returned with your reply.
